Welcome

Welcome to this EC-UNDP eLearning course on the application of ICTs in electoral administration. We believe that, once you have completed the course, your ICT decisions will be better informed and the elections processes you manage (or assist or observe) will be more effective, operationally oriented and sustainable.

Who this course was designed for

This course aims to be a resource for stakeholders contributing to or benefiting from electoral assistance.

This course will therefore be of interest to policymakers and staff of electoral management bodies (EMB), EU Delegations and headquarters; UNDP Country Offices and headquarters; other UN electoral assistance deliverers; civil society organisations (CSO) involved in elections; political parties; media actors; the wider community of development partners and donors; as well as service providers and vendors.

How to use this eLearning Course

After completing each module you will have to pass the exam which follows after it. To go to the exam page, you will first need to close the module window and go back to the same course page. The access to the exam is from this page. You can access each module content and exam at any time. Each module screen has a separate color scheme and contains several pages. The screen below explains the technical elements of each page (e.g. navigation system, interactive elements, etc) and serves as a “stop” in order for you to become accustomed to the learning environment.

The numbers on the top are the links to the different pages in the current module. You can always jump from page to page in order to get back to a topic you want to repeat or go directly to one, in which you are more interested at the certain moment. We still advice you to avoid skipping pages and follow the content in the given sequence. The page is split into two parts. The left is usually a static one and consists mainly of text. The right one contains the interactive elements. Unless specified explicitely, the elements that require interaction (clicking) by the learner are the 'blinking' ones and those containing question marks.

You can close and reopen the course as many times as you need. The system will remember the scores of each module exam you have already passed.

Certification

In order to acquire the certificate, you need to pass all module exams with at least 80% mark. However if you don't succeed in the first attempt, you'll be able to try again. Once you have gone through the course content, please send an email to info@ec-undp-electoralassistance.org in order to receive the final exam.

The eLearning course works on every computer and mobile device equipped with an internet browser. Make sure, however, that your browser is JavaScript and popup enabled. The course is tested and works properly on the following browsers:

Why this course is important

Even for those familiar with electoral administration, a re-examination of first principles in the context of the introduction of technology is appropriate and necessary. The significant recent expansion of the use of biometric technologies in voter registration, for example, means that anyone involved in policymaking, or in the procurement, use or observation of these technologies must have a basic understanding of the concepts and terminology.

If you are involved in elections management, electoral assistance or ancillary efforts, and anticipate the introduction of ICT, you should be able to understand the concepts of appropriateness and feasibility and have a grasp of budget and procurement principles.

Finally, this course will expose you to meaningful additional literature such as case studies and best practise from around the world both as required and optional reading. In doing so, you will move from the theoretical to the practical and benefit from the experiences (both positive and negative) of fellow practitioners worldwide.
